The Instant Torrential Rain Alert release method is a thunderstorm event accompanied by lightning convection, and the latest instant message is provided according to the convective life cycle.

Recommended action

The vigorously developed convection is often accompanied by thunder, lightning and severe rainfall, and there may be strong gusts or even hailstones. If it occurs in the upper reaches of the stream, it is easy to swell in the downstream of the stream (river).
In poorly drained areas, flooding is likely to occur. Strong rain threatens various outdoor activities and will cause poor visibility to affect driving safety. Mountain areas are prone to collapse, falling rocks, and debris flows.

The earthquake alert is released when the scale of the earthquake is detected greater than 5.0, and the estimated magnitude where the city hall located in each city and county reached magnitude 4 (magnitude 3 for Taipei).

Recommended action

1.
People indoors should immediately extinguish the fire source, turn off the power to prevent fire, and then flee to an outdoor open space, but should avoid being injured by the collapse of objects (such as signs, roof tiles, advertising lights, etc.).
2.
If you can't escape to the outside, you should choose to hide under (next to) sturdy, low-profile, stable furniture, and follow the principles of drop, cover, and hold on to avoid being injured by indoor falling objects.
3.
Do not hide near walls, rivers, seawalls or cliffs.
4.
Coastal residents should be relocated to the highlands to prevent tsunami.
5.
Residents in the lower reaches of the reservoir should be aware of mountain flash flood caused by the collapse of the reservoir.

Alert Message

When the Central Weather Bureau issues or lifts a tsunami warning in Taiwan, it is aimed for the coastal residents in Taiwan, Penghu, Kinmen and Matsu.

Recommended action

When the tsunami occurs, carry the required items (such as water, food, etc.) to the heights, preferably a strong building or rooftop. If time permits, you can open all doors and windows to reduce the impact of the tsunami on the building.
If it is a short distance during the evacuation process, avoid using the vehicle so as not to be trapped in the car when it is drawn into the tsunami.
If you can't move to a high place immediately, you should look for any fixtures (such as big trees, steel bars, etc.) and hold on to them.
Life jackets should be worn as soon as possible, and look for floating objects to grab or climb onto large floating objects
If you are already in the water, avoid collision with large floating objects.

The Council of Agriculture studies and determines the baseline values of debris flows warnings in various regions. Cooperated with meteorological forecasts and rainfall data, they investigate the possibility of occurrence of debris flows disasters, and issue a warning report for debris flows warning zones (red or yellow warning).

Recommended action

When receiving the yellow warning of the debris flows:

1.
Vulnerable groups should be evacuated early.
2.

Continue to listen to weather reports and broadcast TV and keep the communication channel smooth.

People are urged to save electricity. When the air conditioning set temperature is increased by 1 °C, about 6% of the electricity can be saved, and turn off the unused electrical appliancesto facilitate the stable operation of the power system. Taiwan High Speed Rail and Taiwan Railways operate normally, the passengers who disembark and the pick-up and drop-off people should be guided to evacuate.
During the power outage, please pay close attention to the official website of Taipower Company. Please try to avoid using elevators and other equipment to prevent being trapped during power outages.

A fire or explosion occurred in the pipelines and facilities of the CNPC refinery and the natural gas plant, and an emergency warning was issued for residents in the surrounding areas of the plant.


Recommended action

Raise your attention and do not approach the factory.
In order to prevent smoke and dust from affecting people's respiratory health, please stop the outdoor activities for nearby people.
Follow the instructions of the police officer or firefighters to evacuate or hide in the home. In response to the invasion of animal or plant diseases that have never happened domestically and are under the concern of spreading out all over the country or the existing domestic critical animal or plant diseases that break out cross-regionally, a warning should be issued to the public all over the country to cooperate and fulfill relevant epidemic prevention measures.

Recommended action

Animal and plant products from epidemic areas will be involved with the concern of spreading out the disease to cause critical disaster, or triggering critical disaster. Therefore, everyone in the country must work together for epidemic prevention. If anyone carries animal or plant product, it should be discarded in the disposal box for agricultural products at the airport or at the port. Penality will be applied for any violation.

Warning description

Alert Message

When it is evaluated that the temperatures at the plains will be dropped to lower than 6 ˚C for consecutive 24 hours, a warning will be issued to the public at the municipality and county (city) in that area.

Recommended action

For agriculture:

1.
Vegetables, fruits, and melons:
Vegetables, fruits and melons that are with low cold resistance should be protected with windbreak, windscreen or plastic sheet or be covered directly by straw or non-woven fabric. Ridge furrow irrigation should be used in order to achieve the effect of insulation and cold protection. Fruits and melons that are not harvested should be applied with bagging treatment to avoid chilling injury.
2.
Fruit trees:
Cold-resistant facilities, such as bagging on tree trunks and fruits or surface soil covering, should be strengthened. During the transition of cold air mass, water spray should be implemented and additional potassic fertilizer will be required in order to increase cold resistance on the crops. Pay extra attention on banana, strawberry, and papaya. Measures of cutting out branches and leaves that are damaged by chilling injury or flower thinning and fruit thinning should be carried out on the damaged free trees.
3.
Flowers:
Other than installing plastic-covered greenhouse for reinforced protection, nursery for seeding should be strengthened with ridge furrow irrigation or be covered directly with plastic sheet in order to achieve the effect of insulation and cold protection. Potassic fertilizer should be used in the field according to the actual situation in order to increase cold resistance.
4.
Tea trees:
Cover tea crown with PE plastic sheet and shading net before the arrival of the cold current timely or spread thin layer of straw on top of it as well as cover the ground with organic materials to protect tea tree.
5.
Aquaculture:
• Put up wind-resistant canopy in the north of fish farm, deepen the depth of water, and strengthen the insulation, cold resistance, and heating facilities in the hibernation ditch.
• During the low temperature, try not to disturb the water or the fish in the farm; temporarily stop feeding and do not turn on and off the water wheel if it is not necessary.
• After the temperature goes up again and the weather is warm, determine for whether to start feeding according to the real situation.
• Pay attention on the speed of water temperature drop when the low temperature arrives or holds up. If the water temperature is lower than 15℃, emergency responding measures, such as heating up, should be taken to increase the water temperature in order to reduce death damage.
• If it is necessary, make a plan for early catching-up to reduce the loss caused by chilling injury.
• After the low temperature and cold current, all the fish floating on the water must be removed immediately to avoid degradation of water quality.
6.
Livestock farming:
Reinforce heat retaining and management of new-born livestock, install windbreak facility, pay attention on the temperature and humidity of the livestock housing, maintain ventilation, and prevent the attack of the cold wind in order to avoid losses.

For personnel:

Personnel should take proper cold protection measures; patients with high blood pressure, cardiovascular, cerebrovascular or chronic illness must pay extra attention and prevent the abnormal conditions that trigger by the low temperature.
