What is Public Warning Cell Broadcast Message?

Presidential Alert - Applicable to wide-ranged disasters and the ones that the public may be immediately harmed. The message is preset and cannot be turned off.

Emergency Alert - Applicable to disasters where people may be harmed. It can be turned on or turned off via the mobile phone interfcae as desired by the user.

Alert Message - Applicable to alerts that can be prepared for a long time and are closely related to people's life. It can be turned on or turned off via the mobile phone interfcae as desired by the user.

Monthly Test Message - Cell broadcast system test message. The preset is turned off, and it can be turned on via the mobile phone interfcae as desired by the user.

What should I do if my phone keeps receiving repeated alert messages?

At present, people who use some mobile phone brands (such as HUAWEI, Xiaomi MI, OPPO, etc.) have reported receiving the same message multiple times, mainly because the alert reminder is set to multiple reminders. Please upgrade the OTA software on the mobile phone and modify the mobile phone alert reminder settings.

The reason why the mobile phone cannot receive the alert message is presumed as follows:

While the message is being sent, you are in a voice call.
When the message is sent, you are using 3G Internet access (APP background data transmission also counts).

The mobile phone can receive the Public Warning Cell Broadcast Message without connecting to the Wi-Fi. It cannot receive the Public Warning Cell Broadcast Message only during the voice call. Can I choose not to receive the Public Warning Cell Broadcast Message?

Except for the presidential alert, emergency alert, alert message, and monthly test messages can be turned on or off from the interface of the mobile phone.

From the "Settings" on Android phones you can find the "Emergency Broadcast" setting in "Other Connections" in the Wireless & Internet category, and make sure that the emergency alert related settings are turned on.

For Apple iPhone, you can find the "Government Notification" function in "Settings > Notifications".

Why did the earthquake start before I receive the "Instant earthquake alert" message?

Because of the current seismic detection, signal analysis and seismic wave transmission, the application of disaster prevention and alert technology has the limitation of "early warning blind zone" in the earthquake, which is about 60-70 km in the epicenter radius. If you are outside of the "early warning blind zone", you will feel the earthquake before the warning is received, and the notification will not be received.

Is there a problem that the Public Warning Cell Broadcast Service will have a network congestion and the transmission speed will be slow?

The Public Warning Cell Broadcast Message transmission uses the cell broadcast system, which is not limited by the network bandwidth, so there is no problem such as network congestion and slow speed.
